About mobility cohort
The Mobility Cohort was founded in 2022 with the belief that mobility is more than moving people and goods; mobility is the freedom of choices in how to move about and access any built environment. The Mobility Cohort is a group of specialists whose mission is to integrate mobility, land use, parking, and funding through the development of Mobility Plans and establishing innovative funding sources such as Mobility Fees and Tax Financing Districts. The Mobility Cohort has worked with over more than 20 local governments in the state of Florida to enhance mobility in their communities through developing multimodal supportive mixed-use regulations, Complete Street design and policies, Vision Zero initiatives, dynamic parking, and curbside management strategies, and establishing innovative funding mechanism.
Project Approach
The goal of the Mobility Cohort team is to provide the Cities with the knowledge, skills, and expertise needed to develop a mobility plan and mobility fee on time, on budget, and to deliver exceptional work and service.
Project Understanding
The Mobility Cohort has prepared more mobility plans and mobility fees than any other team in Florida. Mobility fees are a principal means for local governments to specifically levy a one- time assessment on new development and redevelopment, that results in an increase in travel demand above and beyond the existing use of land, to fund capital improvements and projects identified in a mobility plan.
Stakeholder Engagement
Our team coordinates early on with the local government to identify key stakeholders to be actively involved in the development of mobility plans and mobility fees. The Mobility Cohort, where appropriate, makes extensive use of visualizations in outreach efforts and to educate community stakeholders and the public.

With over 20 years of transportation mobility planning experience, the team has successfully completed over 20 mobility studies throughout Florida. Below is a list of some of our current projects.
Our talented team
The Mobility Cohort team brings extensive planning, design, engineering, and GIS mapping experiences. Our team has helped numerous communities throughout Florida amend and update their Comprehensive Plans and Land Development Regulations, move towards Vision Zero through Complete Street standards and replacing roadway level of service with multimodal quality of service, and develop, adopt, and update mobility plans and mobility fees consistent with Florida Statute. The Mobility Cohort team has worked with the Cities of Altamonte Springs, Boynton Beach, Bradenton, DeBary, Lake Wales, Miami Beach, Oviedo, Palm Beach Gardens, Port St. Lucie, and St. Augustine, Tallahassee, and West Palm Beach, and Alachua, Leon, Okaloosa, Osceola, Sarasota, and Walton Counties.
