City of Palm Beach Gardens EAR, Mobility Plan & Mobility Fee and Update

Scope of Work

  • Assisted with the Evaluation & Appraisal Report (EAR) to establish legislative intent to adopt a mobility plan & fee
  • Prepared a comprehensive Mobility Plan integrating land use and multi-modal transportation.
  • Developed a Mobility Fee that replaced the City and County road impact fees
  • Prepared Mobility Fee Technical Report
  • Prepared Mobility Fee Implementing ordinance
  • Prepare additional, required, proposed amendments to the Comprehensive Plan
  • Assisted with trial preparation and participated as expert witness versus Palm Beach County over road impact fee.
  • Currently working on update of the Plan & Fee.
